1. President’s Address

• 18 Opposition party leaders signed to boycott President’s Address.
• They said that it is in response to the “undemocratic attitude” of the government toward farmers protest.

President’s Address

• On first day of Budget session, President will address the Joint sitting of the Parliament.
• Article 87– President shall address the first session after general election and first session of each year.
• Originally, Constitution had the provision of President addressing the Parliament at the beginning of “every session”.
• But this was changed in the first Constitutional Amendment.
• President’s Address provides broad framework for government’s agenda.
• The address is then discussed by moving a Motion of thanks usually for three days.
• At the end of discussion, the Motion of thanks is put to vote.
• Motion of thanks must be passed in the house otherwise it means the defeat of the government.

1. குடியரசுத் தலைவர் உரை  

• குடியரசுத் தலைவர் உரையை புறக்கணிக்க 18 எதிர்க்கட்சிகளின் தலைவர்கள் கையெழுத்திட்டனர். 
• விவசாயிகள் போராட்டம் குறித்த அரசின் ஜனநாயகத்திற்கு விரோதமான போக்கிற்கு பதில் அளிக்கவேண்டும் என்று அவர்கள் கூறினர்.

குடியரசுத் தலைவர் உரை

• வரவு செலவுத் திட்ட அமர்வின் முதல் நாளன்று பாராளுமன்றத்தின் கூட்டுக் கூட்டத்தில் குடியரசுத் தலைவர் உரையாற்றுவார்.
• விதி 87– குடியரசுத் தலைவர் பொதுத் தேர்தலுக்குப் பின்னர் வரும் முதலாவது அமர்வு மற்றும் ஒவ்வொரு வருடத்தின் முதலாவது அமர்விலும் உரையாற்றுவார்.
• ஆரம்பத்தில், “ஒவ்வொரு கூட்டத்தொடரின்” தொடக்கத்திலும் பாராளுமன்றத்தில் குடியரசுத் தலைவர் உரையாற்றும் வழக்கம் அரசியலமைப்பில் இருந்தது.
• ஆனால், முதல் அரசியலமைப்பு திருத்தத்தில் இது மாற்றப்பட்டுள்ளது.
• குடியரசுத் தலைவர் உரை அரசாங்கத்தின் நோக்கங்களுக்கான பரந்த கட்டமைப்பை வழங்குகிறது.

2. e-Bikes

• Chief Minister Edappadi Palanisamy launched e-bikes and next generation bikes to facilitate non-motorised transport in Chennai.
• This has been implemented under Smart City Mission.
• There are three types of bikes in Chennai – eco-bike, e-bike and next gen bike.
• It can be hired through Smartbikes App.
• Payment is only on online mode.

2. இ-பைக்குகள் (மின்-பைக்குகள்)

• சென்னையில் மோட்டார் இல்லாப் போக்குவரத்தை ஊக்குவிக்கும் வகையில், முதல்வர் எடப்பாடி பழனிச்சாமி இ-பைக்குகள் (மின்-பைக்குகள்) மற்றும் அடுத்த தலைமுறை பைக்குகளை அறிமுகப்படுத்தினார்.  
• ஸ்மார்ட் சிட்டி திட்டத்தின் கீழ் இத்திட்டம் செயல்படுத்தப்பட்டுள்ளது.
• சென்னையில் மூன்று வகையான பைக்குகள் உள்ளன – ஈகோ-பைக், இ-பைக்  மற்றும் அடுத்த தலைமுறை பைக்குகள்.
• ஸ்மார்ட்பைக்ஸ் செயலி மூலம் இதை வாடகைக்கு எடுக்கலாம்.
• இணைய வழியில் மட்டுமே   கட்டணம் செலுத்த முடியும்.

3. Appointment on compassionate grounds

• Madurai High Court observed that appointment on compassionate grounds in public employment violates Article 16 of the constitution.
• Article 16 – Equality in opportunity in matters of public employment.
• Madurai High Court observed that compassion ground is to get over the immediate financial crisis.
• Petition should be filed within 3 years of the death of the deceased.

3. கருணை அடிப்படையில் பணி நியமனம்

• அரசு வேலைவாய்ப்பில் கருணை அடிப்படையில் நியமனம் என்பது அரசியல் சட்டத்தின் 16வது விதியை மீறுவதாகும் என மதுரை உயர்நீதிமன்றம் குறிப்பிட்டுள்ளது.
• விதி 16 – பொது வேலை விஷயங்களில் சம வாய்ப்பு.
• உடனடி நிதி நெருக்கடியைத் தீர்க்கவே கருணைக்களம் கொடுக்கப்பட்டுள்ளது என்று மதுரை உயர்நீதிமன்றம் தீர்ப்பளித்தது.
• இறந்தவரின் மரணத்திற்கு பின் 3 ஆண்டுகளுக்குள் இதற்கான மனு தாக்கல் செய்யப்பட வேண்டும்.

4. Economic Survey

• Economic Survey is prepared by the Chief Economic Advisor. K.V Subramanian.
• The Budget will be presented on February 1, 2021.
• Generally, the Economic Survey is presented a day before the Budget, but this year it will be presented earlier than usual.
• Economic Survey provides a review of the economy of the current financial year and forecasts a path for the next year.
• It will also project India’s GDP growth for FY 22.
• As the Budget session has gone paperless this year, all the documents, including the Economic Survey, it would be made available online soon after the authenticated copies are laid on the Table of the House.
• Since 1950-51 to 1964, it was used to be presented along with the Union Budget.
• From 1964, the Ministry started to release the survey a day before Budget.
• In 2019, the entire Economic Survey was printed in pink, carrying a message for women empowerment and gender equality.
• In 2020, the theme was wealth creation and KV Subramanian’s ‘Thalinomics.

4. பொருளாதார ஆய்வறிக்கை

• பொருளாதார ஆய்வறிக்கையை தலைமை பொருளாதார ஆலோசகர் கே.வி.சுப்பிரமணியன் தயாரித்துள்ளார்.
• 2021 ம் ஆண்டு பிப்ரவரி 1ம் தேதி பட்ஜெட் தாக்கல் செய்யப்படும்.
• பொதுவாக, பொருளாதார ஆய்வறிக்கை பட்ஜெட்டுக்கு ஒரு நாள் முன்னதாக தாக்கல் செய்யப்படுகிறது, ஆனால் இந்த ஆண்டு அது வழக்கத்தை விட முன்னதாகவே தாக்கல் செய்யப்படுகிறது.

9. Namma Chennai Selfie Point

• CM launched the selfie point on 28/1/2021 in Chennai.
• It has been modelled on the structures at Delhi, Hyderabad and Bengaluru.
• It has been built under Smart Cities Mission.
• It is 28 ft width, 10 ft height and 2 ft thick.
• This is the the first one in Tamil Nadu and fourth in  the country.
• It has been designed to withstand any cyclone and weight of 2.5 tonnes.

12. Opening of Jayalalithaa’s Veda House

• The Veda Nilayam memorial at Poes Garden, where former Chief Minister Jayalalithaa lived, was inaugurated on January 28.
• Chief Minister Edappadi Palaniswami has said that Jayalalitha’s birthday will be celebrated as a government function on February 24.
• The name plate of the state-owned Vedic Center where Jayalalithaa lived – the memorial house – was placed in the main entrance area of ​​the house. 

12. ஜெயலலிதாவின் வேதா இல்லம் திறப்பு

13. Tamil Studies Festival

• The World Tamil Research Institute Taramani in Chennai will celebrate the Birth anniversary of Jayalalithaa from February 1 to March 8 as ‘Tamil Thai 73 – Tamil Studies Festival’.
• Deputy Chief Minister O. Panneerselvam will be present and deliver the golden jubilee anniversary.
• This was followed by the Minister of Tamil Development K. Pandiarajan will deliver a special address.

13. தமிழாய்வுப் பெருவிழா

• சென்னை தரமணியில் உள்ள உலகத் தமிழாராய்ச்சி நிறுவனத்தில் ஜெயலலிதாவின் பிறந்த தினம் ‘தமிழ்த்தாய் 73 – தமிழாய்வுப் பெருவிழா’வாக பிப்ரவரி 1 – ஆம் தேதி முதல் மார்ச் 8 – ஆம் தேதி வரை கொண்டாடப்பட உள்ளது.
• இந்த தொடக்க விழாவில் சிறப்பு அழைப்பாளராக துணை முதல்வர் ஓ.பன்னீர்செல்வம் கலந்து கொண்டு பொன்விழா ஆண்டு மலரை வெளியிட்டு தொடக்கவுரையாற்றவுள்ளார்.
• இதை தொடர்ந்து தமிழ் வளர்ச்சித் துறை அமைச்சர் க.பாண்டியராஜன் சிறப்புரையாற்றவுள்ளார்.

14. Satellite Control Centre at College

• The nano-satellite developed by students of Jeppiaar College of Technology will be launched from Sriharikota in month of February.
• For this purpose, ISRO Chairman K Sivan inaugurated the Ground Station Control Centre set up at the college campus through video conferencing on January 28.
• Jeppiaar College is functioning at Sriperumbudur in Kancheepuram District.
• The Unit D SAT-JITSAT, a satellite developed by a 12-member team of students of the college, will be launched from the Sriharikota Space Research Institute in February.  

14. கல்லூரியில் செயற்கைகோள் கட்டுப்பாட்டு மையம்

• ஜேப்பியார் தொழில்நுட்பக் கல்லூரி மாணவர்கள் உருவாக்கிய நானோ செயற்கைகோள் பிப்ரவரி மாதம் ஸ்ரீஹரிகோட்டாவில் இருந்து விண்ணில் செலுத்தப்பட உள்ளது.
• இதற்காக கல்லூரி வளாகத்தில் அமைக்கப்பட்டுள்ள தரை தள கட்டுப்பாட்டு மையத்தை இஸ்ரோ தலைவர் கே சிவன் ஜனவரி 28 அன்று காணொலிக் காட்சி மூலம் திறந்து வைத்தார்.
• காஞ்சிபுரம் மாவட்டம் ஸ்ரீபெரும்புதூரில் ஜேப்பியார் கல்லூரி இயங்கி வருகிறது.
• இக்கல்லூரி மாணவர்கள் 12 பேர் அடங்கிய குழுவினர் உருவாக்கிய யுனிட் டிசாட் – ஜேஐடிசாட் என்ற செயற்கை கோள் பிப்ரவரி மாதம் ஸ்ரீஹரிகோட்டா விண்வெளி ஆய்வு மையத்தில் இருந்து விண்ணில் செலுத்தப்பட உள்ளது.

15. Bronze statue of Tirumala Nayak

• The birth anniversary of King Tirumala Nayak who built Madurai city is celebrated as a state function at the palace complex he created.
• The statue was erected during the era of former Chief Minister MGR.
• They have demanded that it be converted into a bronze statue.
• As the state holiday has been declared for Thaipusam since this year, the birthday of Tirumala Nayak will no longer be observed with the holiday.

15. திருமலை நாயக்கருக்கு முழுஉருவ வெண்கலச் சிலை

• மதுரை நகரை நிர்மாணித்த மன்னர் திருமலை நாயக்கரின் பிறந்த நாள் விழா அவர் உருவாக்கிய அரண்மனை வாளகத்தில் அரசு விழாவாக கொண்டாடப்படுகிறது.
• முன்னாள் முதல்வர் எம் ஜி ஆர் காலத்தில் திருமலை நாயக்கருக்கு சிலை அமைக்கப்பட்டது. 
• அதை வெண்கலச் சிலையாக மாற்ற வேண்டும் என கோரிக்கை வைத்துள்ளனர். 
• நிகழாண்டு முதல் தைப்பூசத்துக்கு அரசு விடுமுறை அறிவிக்கப்பட்டுள்ளதால், திருமலை நாயக்கரின் பிறந்த நாள் விழா இனி விடுமுறையோடு அனுசரிக்கப்படும்.

16. Rajah Muthiah Medical College handed over to Health Department

• The Welfare Department has issued orders to convert Chidambaram Rajah Muthiah Medical College into Cuddalore District Government Medical College.
• This medical college has been brought under the control of The Health Department of Tamil Nadu.

16. சுகாதாரக் துறையின் கீழ் ராஜா முத்தையா மருத்துவ கல்லூரி

• சிதம்பரம் ராஜா முத்தையா மருத்துவக் கல்லூரியை கடலூர் மாவட்ட அரசு மருத்துவக் கல்லூரியாக மாற்றி மக்கள் நல் வாழ்வுத் துறை உத்தரவு பிறப்பித்துள்ளது.
• இதன் மூலம் தமிழக சுகாதாரத் துறையின் கீழ் இந்த மருத்துவக் கல்லூரி கொண்டுவரப்பட்டுள்ளது.

17. Jayalalitha temple opens near Madurai

• The Chief Minister and Deputy Chief Minister of Tamil Nadu are scheduled to inaugurate the late Chief Minister Jayalalithaa Temple at T. Kunnathur near Thirumangalam in Madurai District on January 30.
• Cars will be gifted at the festival at Alanganallur Jallikattu to the player who has the most bulls and the best bull owner.
• All training and counseling will be provided at the Jayalalithaa Temple Campus for the Competitive Exam Training Class, Mentoring Center for Alternative Skills and Individual Trainings for Students.

17. மதுரை அருகே ஜெயலலிதா கோயில் திறப்பு

• இந்தியா – சீனா இடையிலான உறவை மேம்படுத்த 8 அம்ச கொள்கைகளை வெளியுறவுத் துறை அமைச்சர் ஜெய்சங்கர் வெளியிட்டார்.
• சீன எல்லை ஆய்வுகள் தொடர்பான 13 – ஆவது அகில இந்திய மாநாட்டில் வெளியுறவு அமைச்சர் ஜெய்சங்கர் ஜனவரி 28ல் கலந்து கொண்டு பேசினார்.

19. Repco Bank Managing Director Women leader of the year Award

• Repco Bank Managing Director R.S. Isabella has received the award for Best Female Leader.
• The National Cooperative Bank Summit was held on 22nd and 23rd January.
• Repco Bank was awarded the award under three categories.
• Accordingly, R S Isabella, Managing Director, Repco Bank, has been awarded the Best Female President award.
• Repco Bank has also won two more awards under the best digital banking and best initiatives to control fraud.

• ரெப்கோ வங்கியின் நிர்வாக இயக்குநர் ஆர்.எஸ். இஸபெல்லாவுக்கு சிறந்த பெண் தலைவருக்கான விருது கிடைத்துள்ளது.
• தேசிய கூட்டுறவு வங்கிகளின் உச்சி மாநாடு ஜனவரி 22 மற்றும் 23 – ஆம் தேதிகளில் நடைபெற்றது.
• இதில் ரெப்கோ வங்கிக்கு மூன்று பிரிவுகளின் கீழ் விருது வழங்கப்பட்டது.
• அதன்படி ரெப்கோ வங்கியின் நிர்வாக இயக்குநர் ஆர் எஸ் இஸபெல்லாவுக்கு சிறந்த பெண் தலைவருக்கான விருது கிடைத்துள்ளது.

20. Women’s Asia Cup football in India in January 2022 

• The Asian Football Federation announced on January 28 that the Women’s Asia Cup football tournament will be held in India from January 20 to February 6, 2022.  
• The tournament also offers an opportunity to qualify for the FIFA Women’s World Cup 2023.
• India to host women’s Asia Cup football tournament in 2021 and will host the FIFA World Cup for women under 17 in 2022.

20. இந்தியாவில் 2022 ஜனவரியில் மகளிர் ஆசிய கோப்பை கால்பந்து

• மகளிருக்கான ஆசிய கோப்பை கால்பந்து போட்டி இந்தியாவில் 2022 ஜனவரி 20 முதல் பிப்ரவரி 6 வரை நடைபெறவுள்ளதாக ஆசிய கால்பந்து சம்மேளனம் ஜனவரி 28 அன்று அறிவித்தது.
• மேலும் 2023-ஆம் ஆண்டு நடைபெறவுள்ள ஃபிஃபா மகளிர் உலக கோப்பை கால்பந்து போட்டிக்கு தகுதி பெறுவதற்கான வாய்ப்பையும் இந்தப் போட்டி வழங்குகிறது.
• 2021-இல் மகளிர் ஆசிய கோப்பை கால்பந்து போட்டியை நடத்தும் இந்தியா, 2022-இல் 17 வயதுக்கு உள்பட்ட மகளிருக்கான ஃபிஃபா உலக கோப்பை போட்டியையும் நடத்தவுள்ளது.
