1. Fiscal deficit

• Fiscal deficit for the Finance year 22 stands at 6.8% of GDP.
• The government aims to bring it back to 4.5% by Finance year 26.
• Our original Fiscal deficit target for Finance year 21 was 3.5%.
• But our Fiscal deficit shot up for 9.5% of GDP in FY 21 due to Covid.

1. நிதிப் பற்றாக்குறை

• 22ஆம் நிதியாண்டுக்கான நிதிப்பற்றாக்குறை மொத்த உள்நாட்டு உற்பத்தியில் (GDP) 6.8% ஆக உள்ளது.
• 26ஆம் நிதியாண்டுக்குள் நிதிப்பற்றாக்குறையை 4.5% ஆக குறைப்பதை அரசு நோக்கமாகக் கொண்டுள்ளது.
• 21ஆம் நிதியாண்டுக்கான நிதிப்பற்றாக்குறை இலக்கு 3.5% ஆகும்.
• ஆனால், நிதிப் பற்றாக்குறை, 21-ம் நிதியாண்டில் மொத்த உள்நாட்டு உற்பத்தியில் 9.5% ஆக உயர்ந்துள்ளது.

2. MFDIS (Modernisation Fund for Defence and Internal Security)

• 15^th Finance Commission recommended a non-lapsable fund, MFDIS for defence.
• It aims to bridge the gap between projected budgetary requirement and allocation.
• This doesn’t include the unutilised amount from the normal budgetary allocations to the Defence and Home Ministry for capital expenditure.
• The size of MFDIS for 2021 -2026 is Rs. 2,38,354 crore and the maximum recommended amount is Rs. 51,000 per year.

2. MFDIS (பாதுகாப்பு மற்றும் உள்நாட்டு பாதுகாப்புக்கான நவீனமயமாக்கல் நிதி)

• 15வது நிதிக்குழு, பாதுகாப்புக்கான ஒரு வரையறையற்ற நிதியாக MFDISஐ பரிந்துரைத்துள்ளது.
• இது திட்டமிடப்பட்ட வரவு செலவுத் தேவைகளுக்கும் ஒதுக்கீடுகளுக்கும் இடையிலான இடைவெளியைக் குறைப்பதை நோக்கமாகக் கொண்டுள்ளது.
• இதில், பாதுகாப்பு மற்றும் உள்துறை அமைச்சகத்திற்கு, மூலதன செலவினங்களுக்கான சாதாரண வரவு-செலவு திட்ட ஒதுக்கீட்டில் இருந்து பயன்படுத்தப்படாத தொகை சேர்க்கப்படவில்லை.
• 2021-2026 ஆம் ஆண்டிற்கான MFDIS. ரூ.2,38,354 கோடி மற்றும் வருடத்திற்கு பரிந்துரைக்கப்பட்ட அதிகபட்ச தொகை ரூ.51,000.

3. Modernisation of Fishing harbours

• Finance Minister in her budget speech mentioned that the following 5 harbours to be modernised.

1. Kochi – Kerala
2. Chennai – Tamil Nadu
3. Visakapatnam – Andhra Pradesh
4. Paradip – Odisha
5. Petuaghat – West Bengal

• They will be developed as hubs of economic activity.
• Inland fishing harbours and fish landing centres will also be modernised.

• நிதி அமைச்சர் தனது வரவு செலவுத் திட்ட உரையில் பின்வரும் 5 துறைமுகங்கள் நவீனமாக்கப்படும் எனக் குறிப்பிட்டுள்ளார்.

• பொருளாதார நடவடிக்கைகளின் மையமாக அவை விரிவக்கம் செய்யப்படும்.
• உள்நாட்டு மீன்பிடி துறைமுகங்களும், மீன் இறங்கு நிலையங்களும் நவீனப்படுத்தப்படும்.

4. Multipurpose Seaweed Park

• Seaweed sector with potential will be developed.
• Multipurpose seaweed Park is proposed to be established at Tamil Nadu.

Seaweed

• Seaweed is a type of marine algae.
• They are a food source for ocean life.
• Seaweed grows along rocky shorelines around the world, but it’s most commonly eaten in Asian countries such as Japan, China, Kore, etc.,
• It is also used in animal feed and agriculture.

4. பல்நோக்கு கடற்பாசி பூங்கா

• தொழில் வளமிக்க கடற்பாசி துறை அபிவிருத்தி செய்யப்படும்.
• தமிழகத்தில் பல்நோக்கு கடற்பூங்கா அமைக்க திட்டமிடப்பட்டுள்ளது.

கடற்பாசி

• கடற்பாசி என்பது கடலில் காணப்படும் ஒரு பாசி வகை ஆகும்.
• இவை கடல்வாழ் உயிரினங்களுக்கான உணவு ஆதாரமாக உள்ளன.
• கடல் மீன் உலகம் முழுவதும் பாறைக் கரையோரங்களில் வளர்கிறது, ஆனால் இது பொதுவாக ஜப்பான், சீனா, கொரியா போன்ற ஆசிய நாடுகளில் உண்ணப்படுகிறது.
• கால்நடைத் தீவனத்திலும், வேளாண்மையிலும் இது பயன்படுகிறது.

5. Swatch Bharat 2.0 (Urban)

• It deals with the management of sludge, waste water and construction and demolition of waste in cities.
• Ministry of Housing and Urban Affairs implements this scheme.
• This will be implemented for 5 years.
• Swatch Bharat mission was started on October 2, 2014.

5. தூய்மை இந்தியா 2.0 (நகர்ப்புறம்)

• இது நகரங்களில் கழிவுநீர் மேலாண்மை, கழிவு நீர் மற்றும் மற்றும் கழிவுகளை அகற்றும் கட்டுமானம் ஆகியவற்றை மேலாண்மை செய்வதற்கான திட்டமாகும்.

• It is now aimed at the 4,378 urban local bodies.

• Ministry of Jal Shakthi implements this scheme.

• He belongs to Srivilliputhur.
• He served as Advocate General of Tamil Nadu from 1989-1991.

8. Tirukkural in Arabic

• A Tirukkural Arabic audio CD was released by CM and was received by Prince of Arcot, Nawab Mohammad Abdul Ali.
• This event was organised by the Tamil language development and Tamil culture department.
• University of Madras has done the translation.

• முதல்வர் வெளியிட்ட திருக்குறள் ஒலித்தட்டை ஆற்காடு இளவரசர் நவாப் முகமது அப்துல் அலி பெற்றுக்கொண்டார்.
• இந்த நிகழ்ச்சியை தமிழ் மொழி வளர்ச்சி மற்றும் தமிழ் பண்பாட்டுத்துறை ஏற்பாடு செய்திருந்தது.

9. Single Security Market Code

• The provisions of the following acts are to be consolidated into a single code.

Tax holiday for startups

• Tax holiday for start ups has been extended till March 2022.
• Those startups must be recognised and certified by DPIIT (Department of Promotion of Industry and Internal Trade).
• Tax holiday is a temporary reduction or elimination of a tax.
• Tax abatement, tax subsidy or tax reduction are examples for tax holiday.
• Governments usually provide tax holidays as incentives for business investment.

One person Companies (OPC)

• OPCs are allowed to grow without restrictions on paid-up capital and turnover.
• They will also be allowed to change the ‘type’ of the company at any time.

10. தொடக்க நிறுவனங்களுக்கான வரி விடுமுறை

• தொடக்க நிறுவனங்களுக்கான வரி விடுமுறை மார்ச் 2022 வரை நீட்டிக்கப்பட்டுள்ளது.
• அந்த தொடக்க நிறுவனங்கள் DPIIT (தொழில் மற்றும் உள்நாட்டு வர்த்தக ஊக்குவிப்புத் துறை) மூலம் சான்றிதழ் பெற்று அங்கீகரிக்கப்பட்டிருக்க வேண்டும்.

• OPCகள் மூலதனம் மற்றும் விளைமுதல் மீது கட்டுப்பாடுகள் இல்லாமல் வளர அனுமதிக்கப்படுகின்றன.
• அவர்கள் நிறுவனத்தின் ‘வகையை’ எந்த நேரத்திலும் மாற்றவும் அனுமதிக்கப்படுவார்கள்.

11. Digital Budget

• Union Finance Minister Nirmala Sitharaman presented a non-paper digital budget for the first time in the history of independent India.
• The Third Budget of the Union Government, which was sworn in by the BJP for the second consecutive term, was presented by The Finance Minister Nirmala Sitharaman in the Lok Sabha on February 1.
• Minister Nirmala Sitharaman read the budget speech through the tablet.

11. டிஜிட்டல் நிதிநிலை அறிக்கை

• சுதந்திர இந்தியாவின் ஆண்டு கால வரலாற்றில் முதல் முறையாக காகிதப் பயன்பாடு அல்லாத டிஜிட்டல் வடிவிலான பட்ஜெட்டை மத்திய நிதியமைச்சர் நிர்மலா சீதாராமன் தாக்கல் செய்தார்.
• பாஜக தலைமையில் தொடர்ந்து இரண்டாவது முறையாகப் பொறுப்பேற்ற மத்திய அரசின் மூன்றாவது பட்ஜெட்டை நிதியமைச்சர் நிர்மலா சீதாராமன் மக்களவையில் பிப்ரவரி 1 அன்று தாக்கல் செய்தார்.
• சிறிய அளவிலான தொடுதிரையுடன் கூடிய கணினியின் (டேப்) வாயிலாக பட்ஜெட் உரையை அமைச்சர் நிர்மலா சீதாராமன் வாசித்தார்.

12. Thiruvalluvar Thirunal – Chithirai Tamil New Year Awards

• Chief Minister Edappadi Palaniswami presented a cheque of Rs 1 lakh each to the awardees.

17. Military rule in Myanmar

• Army captures power in Myanmar. The arrest of prominent political figures including state counselor Aung San Suu Kyi and President Win Myint has been declared a state of emergency for a year in the country.
• The Myanmar military has overthrown the regime, citing allegations of irregularities in last year’s general election.
• Aung San Suu Kyi was the 1991 Nobel Peace Prize winner.

18. Income Tax Rates Unchanged

• The Government of India has not made any changes in the rates for income tax in the financial year 2021-2022.
• The Central government has announced that people over the age of 75 who earn only a living from pensions and interest earned on savings will be exempt from income tax filing.

• ஓய்வூதியம், சேமிப்பு மூலம் கிடைக்கும் வட்டி ஆகியவற்றை மட்டுமே வாழ்வாதாரமாகக் கொண்டிருக்கும் 75 வயதுக்கு மேற்பட்டோருக்கு வருமான வரித் தாக்கலில் இருந்து விலக்கு அளிக்கப்படுவதாக மத்திய அரசு அறிவித்துள்ளது.

19. Budget in Tamil Nadu

• 3,500 km length of National Highways will be constructed in Tamil Nadu.
• The works on the National Highways, including two routes Madurai-Kollam and Chittoor-Tachur, will be taken up at a cost of Rs.1.03 lakh crores.
• The Government of India have approved the proposal for the development of Chennai Fishing Harbour and the construction of a Marine Algae Production Park.
• Of the 7 new textile parks to be constructed in three years, two will be set up in Tamil Nadu. In particular, one should be constructed in the southern districts and another in Salem district.

19. தமிழகத்தில் நிதிநிலை அறிக்கை

• தமிழகத்தில் 3,500 கிலோ மீட்டர் நீள தேசிய நெடுஞ்சாலைப் பணிகள் மேற்கொள்ளப்படும்.
• மதுரை – கொல்லம், சித்தூர் – தச்சூர் ஆகிய இரண்டு வழித்தடங்கள் உள்ளிட்ட தேசிய நெடுஞ்சாலைப் பணிகள் ரூ.1.03 லட்சம் கோடி செலவில் மேற்கொள்ளப்படும்.
• சென்னை மீன்பிடி துறைமுகத்தை மேம்படுத்துவதற்கான திட்டத்துக்கும், கடல் பாசி உற்பத்தி பூங்கா அமைப்பதற்கான திட்டத்துக்கும் மத்திய அரசு ஒப்புதல் அளித்துள்ளது.
• மூன்று ஆண்டுகளில் உருவாக்கப்படும் 7 புதிய ஜவுளிப் பூங்காக்களில் இரண்டு தமிழகத்தில் அமைக்க வேண்டும். குறிப்பாக தென் மாவட்டங்களில் ஒன்றும் சேலம் மாவட்டத்தில் மற்றொன்றும் அமைக்க வேண்டும்.

20. Tamil Nadu Legislative Assembly to meet on February 2

• The TamilNadu Legislative Assembly session is also scheduled on February 2 at Kalaivanar Auditorium. As it is the first meeting of the current year, Tamil Nadu Governor Banwarilal Purohit will address the meeting.
• Speaker Dhanapal will read the English speech of Governor in Tamil.

20. தமிழகப் பேரவை பிப்ரவரி 2 கூடுகிறது

• தமிழக சட்டப்பேரவைக் கூட்டத்தொடர் கலைவாணர் அரங்கில் பிப்ரவரி 2 அன்று கூட உள்ளது. நடப்பு ஆண்டின் முதல் கூட்டம் என்பதால் தமிழக ஆளுநர் பன்வாரிலால் புரோஹித் உரையாற்றி தொடக்கி வைக்கிறார்.
• ஆளுநர் ஆங்கிலத்தில் ஆற்றும் உரையைப் பேரவைத்தலைவர் தனபால் தமிழில் வாசிப்பார்.
