1. Madras High Court upheld the decision of the Election Commission regarding the Postal ballot

• Election Commission announced the extension of the postal ballot for the persons above the age of 80, persons with disability, persons with co-morbidity and those affected with COVID-19 in 2020. The Madras High Court upheld the decision of the Election Commission recently.
• Earlier, this provision was available only to the army personnel, Indian officials working abroad, voters on election duty and voters under preventive detention.
• Article 324 of the Indian Constitution grants the power of superintendence, directions, and control over elections to the Election Commission.

Postal ballot

• A Postal ballot is a system in which a voter can exercise his vote remotely through the post and send it to the election officer before counting.
• The postal ballot was introduced in 2019 in the Jharkhand election for some section of people.
• It was extended to the above-mentioned sections fully in the 2020 Bihar election.

1. தபால் வாக்குப்பதிவு தொடர்பாக தேர்தல் ஆணையம் எடுத்த முடிவை சென்னை உயர்நீதிமன்றம் உறுதி செய்துள்ளது

• 80 வயதுக்கு மேற்பட்டோர், மாற்றுத்திறனாளிகள், இணை நோய் உள்ளோர், கோவிட்-19ஆல் பாதிக்கப்பட்டோர், அனைவருக்கும் தபால் ஓட்டு மூலம் வாக்களிக்கும் முறையை நீட்டித்து தேர்தல் ஆணையம் 2020இல் அறிவித்தது. தேர்தல் ஆணையத்தின் இந்த தீர்ப்பை சென்னை உயர்நீதிமன்றம் அண்மையில் உறுதி செய்தது.
• முன்னதாக இந்த விதி இராணுவ வீரர்கள், வெளிநாட்டில் பணிபுரியும் இந்திய அதிகாரிகள், தேர்தல் பணியில் உள்ளோர் மற்றும் தடுப்புக் காவலில் உள்ள வாக்காளர்களுக்கு மட்டுமே அமலில் இருந்தது.
• இந்திய அரசியலமைப்பின் 324வது விதி தேர்தல் கண்காணிப்பு, ஆணைகள் மற்றும் கட்டுப்பாடு ஆகிய அதிகாரங்களை தேர்தல் ஆணையத்திற்கு வழங்குகிறது.

தபால் வாக்குப்பதிவு

• தபால் வாக்குப்பதிவு என்பது ஒரு வாக்காளர் தபால் மூலம் தனது வாக்கை தொலைவிலிருந்து செலுத்தி, வாக்கு எண்ணிக்கைக்கு முன் தேர்தல் அதிகாரிக்கு அனுப்பக்கூடிய ஒரு முறை ஆகும்.
• 2019 ஜார்க்கண்ட் தேர்தலில் சில வாக்காளர்களுக்கு தபால் வாக்குப்பதிவு அறிமுகப்படுத்தப்பட்டது.
• 2020 பீகார் தேர்தலில் இது முழுமையாக மேலே குறிப்பிடப்பட்ட அனைத்து வாக்காளர்களுக்கும் விரிவுபடுத்தப்பட்டது.

2. NGO seeked stay on Electoral bonds scheme ahead of the election

The NGO named Association for Democratic Reforms, represented by noted lawyer and activist Prashant Bhushan moved to the Supreme Court seeking a stay on sale of electoral bonds ahead of the state assembly elections in WB, Tamil Nadu, Kerala, Assam, and the Union Territory of Puducherry. The Supreme Court responded to the plea and the hearing was postponed.

Electoral bonds

• The Finance Act of 2017 introduced the Electoral Bonds. They can be purchased from the State Bank of India by a person who is willing to donate to a political party.
• They are exempted from disclosure under RPA 1951, which means the person who is buying an electoral bond need not disclose his identity.
• The amendments have removed the existing 7.5% cap on the net profit in the past 3 years. This contribution is also exempted from income tax.

2. தொண்டு நிறுவனம் தேர்தலுக்கு முன் தேர்தல் நிதி பத்திரங்களுக்கான தடை கோரியது

மேற்கு வங்காளம், தமிழ்நாடு, கேரளா, அசாம் மற்றும் புதுச்சேரி யூனியன் பிரதேசம் ஆகியவற்றின் சட்டசபை தேர்தலை முன்னிட்டு தேர்தல் பத்திரங்களை விற்பனை செய்ய தடை விதிக்கக் கோரி ஜனநாயக சீர்திருத்தங்களுக்கான சங்கம் சார்பில் ஆஜரான பிரபல வழக்கறிஞரும், சமூக ஆர்வலருமான பிரஷாந்த் பூஷன் உச்சநீதிமன்றத்தில் மனு தாக்கல் செய்தார்ந்த மனுவை விசாரித்த உச்ச நீதிமன்றம், விசாரணையை ஒத்திவைத்தது.

தேர்தல் நிதி பத்திரம்

• 2017ஆம் ஆண்டின் நிதிச் சட்டம், தேர்தல் நிதி பத்திரங்களை அறிமுகப்படுத்தியது. அரசியல் கட்சிக்கு நன்கொடை அளிக்க விரும்பும் ஒருவர், பாரத ஸ்டேட் வங்கியிடமிருந்து, தேர்தல் நிதி பத்திரங்களை வாங்கலாம்.
• அவர்களுக்கு RPA 1951இல் இருந்து விலக்கு அளிக்கப்பட்டுள்ளது, அதாவது ஒரு தேர்தல் பத்திரத்தை வாங்கும் நபர் அவரது அடையாளத்தை வெளியிட தேவையில்லை.
• சட்டதிருத்தங்கள் தற்போதுள்ள உச்சவரம்பான கடந்த 3 ஆண்டுகளின் நிகர இலாபத்தில் 7.5%ஐ அகற்றியுள்ளன. இந்த பங்களிப்புக்கு வருமான வரியிலிருந்தும் விலக்கு அளிக்கப்படுகிறது.

3. Amphibious ship LCU 58 is deployed in Port Blair

• Navy Inducts Landing Craft Utility Ship (LCU) to enhance Warfare Capabilities.
• The LCU Mk-IV ships are amphibious vessels with a designated primary role of transporting main battle tanks, armoured vehicles, troops, and equipment from ship to shore.
• The eighth and last of the landing craft utility (LCU) mark-IV class ship was commissioned at Port Blair.
• The ship was indigenously designed and built by state-run Garden Reach Shipbuilders and Engineers Ltd (GRSE), Kolkata.

3.  போர்ட் பிளேரில் LCU 58 என்ற கப்பல் பணியில் ஈடுபடுத்தப்பட்டுள்ளது

• கடற்படை போர் திறன்களை மேம்படுத்த லேண்டிங்க் கிராஃப்ட் சேவை கப்பல் (LCU) சேர்க்கப்படுகிறது.
• LCU Mk-IV இருவாழ்வி கப்பல்கள் முக்கிய போர் டாங்கிகள், கவச வாகனங்கள், படைகள் மற்றும் ஆயுதங்களை கப்பலில் இருந்து கரைக்கு கொண்டு செல்லும் ஒரு முக்கிய பங்காற்றுகின்றன.
• எட்டாவது மற்றும் கடைசி லேண்டிங்க் கிராஃப்ட் சேவை கப்பல் LCU Mk-IV வகுப்பு கப்பல் போர்ட் பிளேரில் பணியில் ஈடுபடுத்தப்பட்டுள்ளது.

4. Union Ministry of Jal Shakti announced Catch the rain campaign

• Union Ministry of Jal Shakti announced a nation-wide campaign named “Jal Shakti Abhiyan: Catch the Rain” (JSA:CTR).
• The focus of the campaign is to save and conserve rainwater.
• Theme: “Catch the rain, where it falls, when it falls”
• The campaign is organised from 22 March 2021 to 30 November 2021 in the pre-monsoon and monsoon periods of 2021.
• It covers both urban and rural areas of all the districts in the country.

4. கேட்ச் த ரெயின் பிரச்சாரத்தை  மத்திய ஜல் சக்தி அமைச்சகம் அறிவித்துள்ளது

• மத்திய ஜல் சக்தி அமைச்சகம் “ஜல் சக்தி அபியான்: கேட்ச் த ரெயின்” (JSA:CTR) என்ற நாடு தழுவிய பிரச்சாரத்தை அறிவித்துள்ளது.
• மழைநீரைச் சேமிப்பதும் பாதுகாப்பதும் இப்பிரச்சாரத்தின் முக்கிய நோக்கமாகும்.
• கருப்பொருள்: “மழை விழும் இடத்தில், அது விழும் போது சேமிக்கவும்” (“Catch the rain, where it falls, when it falls”)
• 2021ஆம் ஆண்டு பருவமழைக்கு முந்தைய மற்றும் பருவமழைக் காலங்களில் 22 மார்ச் 2021 முதல் 30 நவம்பர் 2021  வரை இந்த பிரச்சாரம் நடத்தப்படவிருக்கிறது.
• இது நாட்டின் அனைத்து நகர்ப்புற மற்றும் கிராமப்புற மாவட்டங்களை உள்ளடக்கியது.

5. Consumer Price Index for Industrial Workers released

• Union Minister of State of Labour and Employment Santosh Kumar Gangwar released the Compendium on Consumer Price Index for Industrial Workers (1945 to 2020).
• The Consumer Price Index for Industrial Workers is released by the Labour Bureau.
• The Union Ministry of Labour & Employment constituted an Index Review Committee under the Chairmanship of Prof. G.K. Chadha, a member of the Prime Minister’s Economic Advisory Council, in November 2006 to review and report on various aspects of CPI- IW.
• The Committee submitted its report whose recommendations would be included in the new series.

5. தொழிலாளர்களுக்கான நுகர்வோர் விலைக் குறியீடு வெளியீடு

• மத்திய தொழிலாளர் மற்றும் வேலைவாய்ப்பு இணை அமைச்சர் சந்தோஷ் குமார் கங்வார் தொழிலாளர்களுக்கான நுகர்வோர் விலைக்குறியீட்டின் சுருக்கத்தொகுப்பை (1945 முதல் 2020 வரை) வெளியிட்டார்.
• தொழிலாளர்களுக்கான நுகர்வோர் விலைக் குறியீட்டை தொழிலாளர் பணியகம் வெளியிடுகிறது.
• மத்திய தொழிலாளர் மற்றும் வேலைவாய்ப்பு அமைச்சகம், 2006 நவம்பரில், CPI-IW இன் பல்வேறு அம்சங்களை ஆய்வு செய்து அறிக்கை அளிக்க, பிரதமரின் பொருளாதார ஆலோசனைக் குழுவின் உறுப்பினரான பேராசிரியர் ஜி.கே. சதா தலைமையில் ஒரு குறியீட்டு மறுஆய்வுக் குழுவை அமைத்தது.

6. Union Ministry of Power launched the Go Electric Campaign

• Union Ministry of Power launched the “Go Electric” campaign on 19 February 2021.
• The main objective of the campaign is to create awareness among masses on the benefits of adopting energy efficient electric vehicles and electric cooking appliances, thereby reducing the dependency of the country on imported fuel.
• It is expected to help the country to achieve energy transition as well as low carbon economic growth in the future.

6. மத்திய மின்துறை அமைச்சகம் கோ எலக்ட்ரிக் பிரச்சாரம் தொடங்கியது

• மத்திய மின்துறை அமைச்சகம், “கோ எலக்ட்ரிக் பிரச்சாரத்தை” 19 பிப்ரவரி 2021 அன்று தொடங்கியது.
• இத்திட்டத்தின் முக்கிய நோக்கம், எரிசக்தி திறன் மிக்க மின்சார வாகனங்கள் மற்றும் மின்சார சமையல் உபகரணங்கள் மூலம் பெறப்படும் பயன்கள் குறித்து மக்களிடையே விழிப்புணர்வை ஏற்படுத்தி, இறக்குமதி செய்யப்படும் எரிபொருளைச் சார்ந்திருப்பதை குறைப்பதே இத்திட்டத்தின் முக்கிய நோக்கமாகும்.
• இது எரிசக்தி மாற்றம் மற்றும் குறைந்த கார்பன் பொருளாதார வளர்ச்சியை எதிர்காலத்தில் அடைய உதவும் என எதிர்பார்க்கப்படுகிறது.

7. NTPC was conferred the ‘Role Model’ award at the 11th CII National HR Excellence Awards 2020-21

• National Thermal Power Corporation Ltd (NTPC), a Public Sector Undertaking under the Union Ministry of Power was conferred the prestigious ‘Role Model’ Award at the 11th CII National HR Excellence Awards 2020-21.
• This award is the highest level of recognition in the field of Human Resources by the Confederation of Indian Industry.
• Since the institutionalisation of the CII (Confederation of Indian Industries) National HR Excellence Awards, this is only the second time when the award of Role Model has been conferred to any organization.
• NTPC is the only PSU to have received this prestigious award.

7. தேசிய அனல் மின் நிறுவனத்திற்கு 11வது இந்திய தொழில் நிறுவனங்களின் கூட்டமைப்பின் தேசிய மனித வள சிறப்பு விருது விழாவில் 2020-21 ‘ரோல் மாடல்’ விருது வழங்கப்பட்டது

• 11-வது இந்திய தொழில் நிறுவனங்களின் கூட்டமைப்பின் தேசிய மனித வள சிறப்பு விருதின் 2020-21 ‘ரோல் மாடல்’ விருது மத்திய மின் அமைச்சகத்தின் கீழ் இயங்கும் பொதுத்துறை நிறுவனமான தேசிய அனல் மின் நிறுவனத்திற்கு வழங்கப்பட்டது.
• மனித வளத் துறையில் இந்திய தொழில் நிறுவனங்களின் கூட்டமைப்பின் மிக உயர்ந்த அங்கீகாரமாக இந்த விருது வழங்கப்பட்டுள்ளது.
• இந்திய தொழில் நிறுவனங்களின் கூட்டமைப்பு (CII) நிறுவனமயமாக்கப்பட்ட பின்னர் எந்த நிறுவனத்திற்கும் தேசிய மனித வள சிறப்பு விருது, ரோல் மாடல் விருது வழங்கப்பட்டிருப்பது இதுவே இரண்டாவது முறையாகும்.
• இந்த மதிப்புமிக்க விருதைப் பெற்ற ஒரே பொதுத்துறை நிறுவனம் தேசிய அனல் மின் நிறுவனம் (NTPC) ஆகும்.

8. US India Artificial Intelligence (USIAI) Initiative launched

• USIAI was launched by the Indo-U.S. Science and Technology Forum (IUSSTF) on 17 March
• It focuses on AI cooperation in critical areas that are priorities for both countries.
• USIAI will serve as a platform to discuss opportunities, challenges, and barriers for bilateral AI R&D collaboration, enable AI innovation, help share ideas for developing an AI workforce, and recommend modes and mechanisms for catalyzing partnerships.

8. அமெரிக்கா-இந்தியா செயற்கை நுண்ணறிவு முன்முயற்சி (USIAI) தொடங்கப்பட்டது

• அமெரிக்கா-இந்தியா செயற்கை நுண்ணறிவு முன்முயற்சி (USIAI, இந்திய-அமெரிக்க அறிவியல் மற்றும் தொழில்நுட்ப மன்றத்தால் (IUSSTF) 17 மார்ச் 2021இல் தொடங்கப்பட்டது.
• இது இரு நாடுகளுக்கும் இடையே முக்கியமான துறைகளில் செயற்கை நுண்ணறிவு ஒத்துழைப்பில் கவனம் செலுத்துகிறது.

9. Researcher working on low-cost smart nano devices for detection of disease received SERB Women Excellence Award

• Sonu Gandhi, a Scientist at the National Institute of Animal Biotechnology (NIAB), Hyderabad recently developed a smart nanodevice for the detection of Rheumatoid arthritis (RA), cardiovascular disease (CVD), and Japanese encephalitis (JE).
• She was awarded the prestigious SERB Women Excellence Award.

• This award was instituted by the Science and Engineering Research Board (SERB), Department of Science and Technology (DST).
• It recognises and rewards outstanding research achievements of young women scientists in frontier areas of Science and Engineering.

9. நோயை கண்டறிய குறைந்த விலை ஸ்மார்ட் நானோ கருவிகளில் ஆராய்ச்சி மேற்கொண்ட ஆராய்ச்சியாளருக்கு SERB மகளிர் சிறப்பு விருது வழங்கப்பட்டது

• ஹைதராபாத், தேசிய விலங்கு உயிரி-தொழில்நுட்ப நிறுவனத்தின் (NIAB), ஆராய்ச்சியாளர் டாக்டர் சோனு காந்தி, சமீபத்தில் முடக்குவாதம் (R.A), இதய நோய் (CVD), மற்றும் ஜப்பானிய மூளையழற்சியை (JE) கண்டறிய ஒரு ஸ்மார்ட் நானோ சாதனத்தை உருவாக்கியுள்ளார்.

10. Manipur emerged as the model state for Van Dhan Vikas Yojana

• Manipur had emerged as the Champion state, where the Van Dhan programme has emerged as a major source of employment for the local tribals.

Van Dhan Vikas Yojana

• The Van Dhan Vikas Yojana is a programme for value addition, branding & marketing of Minor Forest Produces by establishing Van Dhan Kendras to facilitate creation of sustainable livelihoods for the forest-based tribes.
• The programme was launched in Manipur in October 2019.

10. வான் தான் விகாஸ் யோஜனா திட்டத்தின் மாதிரி மாநிலமாக மணிப்பூர் உருவெடுத்துள்ளது

• உள்ளூர் பழங்குடியினருக்கு வேலைவாய்ப்புக்கான முக்கிய ஆதாரமாக உருவெடுத்துள்ள வான் தன் திட்டத்தில் மணிப்பூர், சாம்பியன் மாநிலமாக திகழ்கிறது.

வான் தன் விகாஸ் யோஜனா

• வனத்தின் பழங்குடி மக்களின் வாழ்வாதாரங்களை மேம்படுத்த வான் தன் விகாஸ் யோஜனா என்பது வான் தன் கேந்திரங்களை உருவாக்கி வனவள உற்பத்திகளை மதிப்புகூட்டல், அடையாளப்படுத்துதல் & சந்தைப்படுத்துதல் ஆகிய திட்டங்களை செயல்படுத்துகிறது.
• இத்திட்டம் அக்டோபர் 2019இல் மணிப்பூரில் தொடங்கப்பட்டது.

11. Madras High Court ordered the complete use of Nirbhaya Fund by the Tamil Nadu Government

• 190 crores of fund from the Nirbhaya fund has been released in the past 4 years for Tamil Nadu. But only 6 crores of this amount has been spent.
• A petitioner filed a case in the Madras High court regarding this issue. So, Madras High Court ordered the complete use of the Nirbhaya Fund by the Tamil Nadu Government.

Nirbhaya fund

• Nirbhaya fund was constituted with a corpus of Rs.10,000 crores by the Central Government.
• It was announced in the the 2013 Union Budget.
• High Court ordered the complete use of the allotted amount.

11. நிர்பயா நிதியை முழுமையாக தமிழக அரசு பயன்படுத்த சென்னை உயர்நீதிமன்றம் உத்தரவு

• 4 ஆண்டுகளில் தமிழ்நாடு அரசுக்கு நிர்பயா நிதியத்திலிருந்து 190 கோடி நிதி ஒதுக்கீடு செய்யப்பட்டது. இதில் 6 கோடி மட்டுமே செலவிடப்பட்டுள்ளது.
• இது தொடர்பாக மனுதாரர் சென்னை உயர்நீதிமன்றத்தில் மனு தாக்கல் செய்தார். அதை தொடர்ந்து, ஒதுக்கீடு செய்யப்பட்ட தொகையை முழுமையாக பயன்படுத்தும்படி சென்னை உயர்நீதிமன்றம் உத்தரவு பிறப்பித்துள்ளது.

நிர்பயா நிதியம்

• நிர்பயா நிதியம் மத்திய அரசால் 10,000 கோடி ரூபாய் நிதியுடன் அமைக்கப்பட்டது.
• இது முதன்முதலில் 2013 மத்திய நிதியறிக்கையில் அறிவிக்கப்பட்டது.
